Moving to Work

Moving to Work is a long-term federal pilot program designed to learn whether public housing authorities can serve their communities better with more local discretion over funding allocation, policies, and procedures.

On April 1, 1999, Home Forward was one of only 39 initial public housing authorities in the country (out of more than 3,000) to have been selected by the U.S. Department of Housing and Urban Development (HUD) and approved by Congress to participate in this program. There are now over 100.

As part of the Moving to Work demonstration project, Home Forward prepares an annual plan and report to HUD. Plans and reports are available below. Previous years are available through a Public Records Request.

Home Forward will hold a public hearing on the proposed MTW Plan in person and via Zoom on Thursday, August 21 at 2:00 PM. The purpose of this meeting is to inform and seek input from the public on the FY2026 MTW Plan.
