Business Contracting

Home Forward invites bids and proposals for construction and maintenance services, consulting and professional services and goods and supplies. 

Our Procurement team is responsible for all of the agency's procurement activities. We solicits bids, initiates requests for proposals and establishes contracts.

Any individual or firm may submit bids or proposals. The agency strongly encourages the participation of:

  • Minority-owned (MBE)

  • Emerging Small Business (ESB)

Our contract requirements at a minimum are:

Professional Services (examples: Architectural, Engineering, Planning, Land Surveying Services)

  • Insurance per contract requirements
  • Pass the SAM check
  • Have active business license
  • Certification of Non-Discrimination

Personal Services (examples: Consultants, Attorneys, Auditors, Property Management, Resident Services)

  • Insurance per contract requirements
  • Pass the SAM check
  • Background checks when dealing with tenants
  • Certification of Non-Discrimination
  • Have active business license

Goods & Services (examples: Office Equipment, Furniture, Equipment Repair, Janitorial)

  • Insurance per contract requirements
  • Pass the SAM check
  • Certification of Non-Discrimination
  • Have active business license

Public Improvement (examples: Construction, Significant Building Repairs, New Development to Property's)

  • Insurance per contract requirements
  • Pass the SAM check
  • Performance bond for contract amount
  • Meet 28% UBE for all contracts
  • Meet apprenticeship goals for contracts over $200,000
  • Harassment Free training for contractor and all subs for contracts over $200,000
  • Attend compliance meetings monthly
  • Certification of Non-Discrimination
  • Pay BOLI/Davis-Bacon wages (if applicable)
