Moving to Work

Moving to Work is a long-term federal pilot program designed to learn whether public housing authorities can serve their communities better with more local discretion over funding allocation, policies, and procedures.

Home Forward is one of only 39 public housing authorities in the country (out of more than 3,000) that have been selected by the U.S. Department of Housing and Urban Development (HUD) and approved by Congress to participate in this program. We have been operating as a Moving to Work agency since April 1, 1999. Visit HUD's website to learn more about Moving To Work.

Home Forward is proposing two amendments to its FY 2019 MTW Plan, one is regarding people transitioning from homelessness into certain Single Room Occupancy buildings who should not be impacted by minimum rents while they work towards housing stability, and another creates flexibility in our project-based voucher program to enhance the development of more affordable housing in our community. 

A public hearing to inform and seek input on the amendment will be held on Tuesday, September 18th, 2018 @ 6:15 pm at Gresham City Hall - 1333 NW Eastman Parkway, Gresham, OR 97030 in the Trail Rooms  Home Forward's draft FY 2019 MTW Plan is available for review below. 

Moving to Work Plan - Fiscal Year 2019
